Насколько я знаю, раньше можно было создать свой софт для АУ, но было запрещено распространять его. Сейчас что-то изменилось? Я могу создать сейчас такой софт ДЛЯ СЕБЯ?

Создать для себя можно, распространять нет.
Но можно получить лп(как в доте) и не будешь лутать розыги
