There should be an option for the buyer to choose to check ban in hypixel during purchase but at their own risk, if it receives security ban because of the check then the buyer should have to buy the account anyway, but if there was a previous ban then the buyer can choose not to buy it. Sometimes there is accounts with good hypixel stats but sellers don't check it on purpose so you have to gamble.
